. the president pro tempore: the senator from illinois. mr. durbin: mr. president, the state of nevada was admitted to the union in 1864. since 1864 there have been 25 senators in its 148-year history. today harry mason reid becomes the longest-serving member of congress in the history of the state of nevada. senator reid was elected to the u.s. house of representatives the same year that i was elected, in 1982, and became a member of the house in 1983. he became a member of the united states senate in 1987. he has served with great distinction in both houses of congress, serving his state of nevada. and today is the highest-ranking democrat in the united states senate serving as its majority leader. i would dare say, mr. president, that you and i will probably not really know anything about the town of searchlight, nevada, were it not for harry reid. harry reid has told us so many stories of his youth and his background in that tiny town and what brought him to this station in life today. i almost feel if there were a town or high school reunion i could attend it with harry and look a

[video clip] >> i announced nevada would comply with the affordable care act as they related to the expansion of medicare services. as a result, some 78,000 more nevadans will have coverage without facing the new tax penalties imposed by the affordable care act. [applause] the federal law allows us to shift the mental health and other state spending to other sources say. the general on nearly $25 million over the biennium. over the next six years, this will create up to 8000 new health-care jobs and inject over half a billion dollars into where state's economy. as i noted before, we must increase taxes to bear the increased cost of the affordable care act, but the issue of the long-term health care costs remain. as such, i believe we must ask certain medicaid patients to have a modest contribution. i will insist nv will be able to opt out of the expansion program in early -- in later years should circumstances change. of controls itself. they will start testing this car in nevada on actual nevada roads very, very soon and then toyota and lexus say they're not really looking to build a robotic car, instead they want a car that's accident proof. check this thing out, right? it's got sensors on the front, the rear and as you can see, they're on the roof. the sensors include laser tracking to pick up objects about 250 feet away and hd cameras that can pick up objects like oncoming cars or traffic lights up to 500 feet away. and the front of the vehicle is equipped with radar that can measure the speed and the location of uncoming traffic or approaching vehicles. and they can gauge how fast you should be going to deal with those. here is the big thing. the cars, are you ready, they use short wave signals to communicate, megyn, with other cars. to tell the other cars that maybe they're about to be in a collision. it's amazing stuff. it's not going to be on the market in the next couple years, but all the same, five years, seven years down the road, these could be very prevalent. >> megyn: that's fantasti

, the numbers, yes, i'm sure they do no mystery why the president is in nevada, certainly want to paint that state blue as well what is your sense of it, can -- will congress come together in the math has changed enor mousily on immigration politics. ly be able to get his reforms through congress? >> reporter: we are hearing more optimism from both sides of congress today on the sunday talk shows than perhaps people have heard in a while and perhaps one reason, miguel, could be taking a look at the poll numbers. when you have a cnn/orc poll that was taken just a week before the president took office for his second term, it asked people what should you can the policy for immigration on illegal immigrants? what was interesting, half, 53% of people said there should be a plan to allow people to become citizens of the u.s., 43% were actually favoring deportation and border security, but if you look at the numbers from 2011, they were almost opposite at that point. we have seen public opinion shift on this in just two years. it may be one reason that we are hearing this renewed policy discus

nevada and is a gun owner, obviously it's hard for him but he's not up for re-election for four years and that if he runs again. there are many democrats up in 2014 from pro gun states who will be really vulnerable voting on something an assault weapons ban. i think what -- sort of a back door escape for the senate will be to put this pressure on the floor that would allow for an assault weapons ban but leave it open to amendment, in other words, it could be weakened easily by other amendments on the floor. it will kind of give cover to democrats who will be vulnerable from this, but the ultimate result will be, i think, just universal background checks. that's the maximum you're going to see here just for political reasons. and i think that even if the future, it's going to be hard, even if the congress is democratic on both sides because democrats are vulnerable on this issue as well as republicans. >> our power panel, thanks for being patient where me. i appreciate it. i appreciate your time. of course, we are following this breaking news elsewhere today coming out of massachusetts

nevada, georgia, texas and tennessee are sending recruiters to the golden state to lure businesses with the promise of lower taxes and less regulation. ceo of the arizona congress authority which is opened up to offices in california joining us now. i find this so interesting. he said these offices up and then what? these and other scouts to help the ceos? >> we have two offices. our focus is continuing to build bilateral business relations between arizona and california. tracy: you have low corporate taxes, low real estate taxes for commercial properties. i would think it'd be pretty easy to wear the businesses in. what stops them? >> we have had great success working with california businesses. our strategy is to work with california businesses looking to expand their operations outside of california. in addition to that we are working with arizona businesses looking for a new market. the ninth larges next largest ee world and proximity to california is a real business advantage. tracy: getting some pretty good tax breaks. can the state continue to afford to offer such good deals
